Munich is my preferred hub over Frankfurt for this itinerary specifically because Lufthansa's Munich business lounge experience is calmer and connection times to regional Zagreb flights tend to run more reliably during winter weather disruptions — something Frankfurt's larger, busier terminal complex doesn't always guarantee. If you're connecting through Atlanta on Delta, request an early evening departure from STL; it aligns better with Delta One's overnight eastbound service, letting you land in Europe already rested rather than fighting a red-eye immediately followed by a tight connection.
Seasonality here is refreshingly generous to deal-hunters: January through March and October into November consistently produce the softest fares, since Zagreb's tourism surge (and Adriatic coast overflow travel) concentrates heavily in summer. Airlines discount business inventory noticeably once that seasonal demand cools.
